Andorra, Belize, Brunei, Comoros, Djiouti, Kiribati, Macau, Marshall Islands, Micronesia, Monaco, Nauru, Samoa, San Marino, Sao Tome and Principe, Solomon Islands, Tonga, Tuvalu, Vanuatu and Vatican City.
